Commander Charles "Sid" Heal heads the technology exploration program in the Los Angeles Sheriff's Department. The program's goal is to identify and help develop technologies that may have some use for law enforcement agencies, and a primary focus is on what Heal calls "nonlethal options"--safer effective alternatives to current weapons and procedures.
