Utility Duke Energy makes 90 percent of its electricity from burning coal or nuclear power. Yet Duke Energy CEO James Rogers made an impassioned speech to rapidly enact regulations to limit carbon dioxide emissions. At the same time, he said that coal and other fossil fuels are not going away--Duke Energy is building two coal plants right now. He said the electric power industry needs to make a multi-decade transition to low-carbon fuels, led by smart-grid energy efficiency technologies and fundamentally different regulations.
