The space shuttle crews go through extensive training on every element of a shuttle mission. That includes use of the space toilet, a contraption that is designed to let astronauts use the facilities when they are at zero gravity. Doing so requires being strapped down, to a certain extent, and that's what the handles above the seat are for.
