I'm not 100 percent certain about this chip's manufacturer or purpose. From the markings (LVC32A 7E9Y104 Un608 02F), it appears to be Texas Instruments SN74LVC32A Quadruple 2-Input Postive-OR Gate. According to TI documentation, "the SN54LVC32A quadruple 2-input positive-OR gate is designed for 2.7-V to 3.6-V VCC operation, and the SN74LVC32A quadruple 2-input positive-OR gate is designed for 1.65-V to 3.6-V VCC operation."
