When built, the Hoover Dam included inspection galleries high on its walls that also serve to draw in the dry desert air that helps to deal with any moisture in the dam--something that wasn't wanted due to the desire to dry out the cement used in its construction. Today, it is possible to look out through this hole and see the Colorado River far below.
